cliff and achieving the balanced approach the white house says it wants. and i made clear that we put real concessions on the line by putting revenues on the table right up front. unfortunately many democrats continue to rule out sensible spending cuts that must be part of any significant agreement that will reduce our deficit. mr. bowles himself said yesterday there's been no serious discussion on spending cuts so far. and unless there is, there is a real danger of going off the fiscal cliff. going off the fiscal cliff will hurt our economy, it will cost american jobs. republicans have taken action to avert the fiscal cliff by passing legislation to stop all the tax hikes, to replace the sequester, and pave the way for tax reform and entitlement reform. we are the only one was a balanced plan to protect the economy, protect the american jobs, and protect the middle class from the fiscal cliff. but without spending cuts and entitlement reform, it's going to be impossible to address our country's debt crisis and get our economy going again and create jobs.

when it comes to the fiscal cliff threatening the economy and jobs, the white house has wasted another week. eight days ago the treasury secretary came here to offer a plan that had twice the planned tax hikes the president campaigned on. more stimulus spending than the added cuts, and did and didn't but net -- in definite increase on the debt limit. four days ago we offered a serious proposal based on testimony of president clinton's former chief of staff. since then there has been no counter offer from the white house. instead, records indicate the president has adopted a deliberate strategy to slow walk our economy right to the edge of the fiscal cliff. intent of reforming the tax code, the president wants to raise tax rates. even if the president got the tax rate hikes he wanted, understand we would continue to see trillion dollar deficit for a start -- far is that i can see. listed, washington has a problem spending, not the revenue problem. the president does not agree with our proposal. i believe is an obligation to families and small businesses to offer a plan of his own, a pla

cliff so we can get back on to a road of confidence and job creation in this economy. i yield back. mr. hoyer: i thank the gentleman for his comments, madam speaker. i would just observe that the senate bill that i was referring to doesn't raise taxes on anybody. in fact, what it does is it ensures that no taxes will be raised on 98% of americans. doesn't refer to the other 2%, as i understand the bill, it simply recludes taxes from being increase -- precludes tax from being increased pursuant to the republican passed bills which sunsetted the tax rates that currently exist for those 98% of the people. from that standpoint i think the bill that i have been referring to, madam speaker, and i think the majority leader probably knows this, is not referred to those over 250, which is what i presume he's referring to. i might also observe as it relates to his response, madam speaker, bill kristol, who i think the majority leader probably knows pretty well, and who obviously is a very strong proponent of policies put forward by the majority leader's party, said, and i quote,
